Corruption in Africa: a cancer that will not disappear

Author: Lord Aikins Adusei

"Corruption is one of the most formidable challenges to good governance, development and poverty reduction in Africa, says the 2008 Report of Transparency International.

It was said that corruption in Africa is like a tumor or advanced cancer that can not be processed. Such as cancer, corruption has tragically torn African societies and millions of very poor people. From South Africa to Egypt administration of government corruption is everywhere. According to the African Union (AU) of approximately $ 148 million stolen from the continent by their leaders and staff each year. The recent Forbes list of the most corrupt countries in the first 9 of 16 countries in Africa.

In Africa, very few government officials and civil servants to provide services for free. You can not get your birth certificate or passport, unless the fat palm officials. You can not get a good education for your child unless a bribe. You can not get electricity to your home, unless they pay a bribe. You can not get their goods from the port, unless you pay rebound. Everything about the signing of documents involves the payment of incentives. In Africa, it is difficult to find someone who has not paid before the bribe, either voluntarily or not. To receive care when you're sick, you need to grease the palm hospital.

In Ghana, the officers illegally 15 and 150 cedis in Ghana a birth certificate and passport, respectively. Once again, police officers from Ghana to openly ask the bus and taxi drivers to pay before the bribery, which can cross the barricades mounted. Customs officials to take all sorts of tactics to collect money from importers and exporters by its products are allowed to leave port.

Most projects in Africa are performed by contractors that corruption and collusion with the connivance of public officials to inflate the cost of the project in order to enrich themselves. Therefore all projects costing three times the usual cost taxpayers and is always that bear the brunt of it. Due to corruption, inspectors are not doing their project and allow the workforce to the detriment of the lower town and the nation.

In Africa, it is totally unnecessary to bid contracts because the contracts are awarded to contractors who are able to pay Bribery larger. In most countries, there are no ads bids and awarding contracts to companies secretly paying large sums of government commission.

For example, the September 17, 2002, a Canadian engineering firm Acres International was convicted requested by the High Court of Lesotho to pay bribes of $ 260,000 guaranteed $ 8 million in the small southern African country dam in Lesotho.

Partners Achao a Swiss Progress was an Italian accused of bribing officials of the Somali Transitional Government to obtain contracts tank highly toxic industrial waste water of Somalia.

In 2002, Halliburton, an American firm was accused of creating $ 180 flush with funds intended use of bribes to officials in Nigeria to get $ 10 billion liquefied gas contract in Nigeria. In response to the indictment of the firm dismissed Mr. Albert Jack Stanley. Mr. Stanley former executive of Halliburton (KBR), pleaded guilty to orchestrating flush with funds of $ 180. Although Halliburton has denied any knowledge of this fund, a report Jeffrey Tesler British company after they asked the agent behind the acts of corruption. Corrupt practices by Western companies seeking contracts in Africa are not uncommon.

Africa in the award of contracts by the faithful, which in turn make beautiful party contributions financial. Due to corruption and nepotism, anyone can become an entrepreneur in Africa. In Africa, the coffers of the State or the Treasury are the personal property the President / Prime Minister, his family, his friends and his political party. In most African countries, there is no separation has been the political parties pledged to fight with deadly force, but when they are elected nothing seemed to change. When former President John Kuffour of Ghana took office, said, "will zero tolerance for corruption in his government, but his party lost power in the central allegation that he was unable to control their corrupt officials.

Despite years of oil exports, gold, diamonds, bauxite, tin, coltan, uranium, manganese ores and precious wood on the continent continue to be classified as the poorest in the land because most of the revenue from these exports are not the people but to find their way into the accounts corruption of bank officials, government officials and their allies.

Since the discovery of oil in the first made in Nigeria about 50 years, over $ 400 million were made from its sale, but today the population live in extreme poverty and the country has nothing to show for the thousands or of millions of dollars he has received for years. Those who have benefited from oil are corrupt politicians, officials, the economy, armed bandits, army generals and the big oil corporations like Shell, Mobil, BP and their American counterparts. As a result of men and women are fighting only for hazardous seas between Europe and try their luck. Others have resulted in 419 popular scam used to fool people to give their money and valuables. Indeed, Nigeria has been always in the top 1% of the most corrupt countries on the planet.

Between 2005 and 2007, several state governors and their families were arrested by Scotlandyard in London on corruption and money laundering charges.

Among them, James Ibor oil rich Delta state, and his wife Teresa, who had $ 35, its assets frozen by the English court. Mr. Ibor earn almost a thousand dollars a month, but during his eight years as governor, managed to acquire the wealth to the tune $ 35 and has been a major contributor to the campaign of the current president of Nigeria. He owns a private jet and a generous house in London.

Another corrupt governor Diepreye Alamieyeseigha, governor of the oil-rich state of Bayelsa was arrested in London for money laundering fees. Mr. Alamieyeseigha and broke the conditions of his bail in Britain escaped capture by dressing as a woman. When the police conducted the investigation in London, the home, they found a million pounds worth of money in your home.

Another governor who was arrested in England was Joshua Dariye of Plateau State. He was arrested in a hotel in London for stealing money for the development of their state.

But these thieves are not permanent as compared with the heavyweights as Abacha, Mobutu, Eyadema, Lansana Conté, Obiang Nguema, Omar Bongo, Mubarak and Arap Moi.

In the 1990s, economic difficulties, misery and environmental destruction forced the Ogoni people in Nigeria to find a word in which Shell operates, but the military regime headed by General Sani Abacha arrested environmentalists led by Ken Sorowiwa and executed. You may wonder why Abacha killed the men in your country instead of protecting and providing for their needs. According to available data, the Nigerian government lawyers at the time that Abacha became Head of State, between 1993 and 1998, stole $ 4 billion of Nigeria oil and the money hidden in various secret bank accounts in Switzerland, United Kingdom, Luxembourg, Liechtenstein and Jersey Island. In April 2002, these countries agreed take 1 billion dollars of money stolen from the people of Nigeria. So far, about $ 2 billion has been returned to the Government of Nigeria and the rest of the money is still sitting in bank accounts in Western countries, including Switzerland and United Kingdom.

A visit to the Niger Delta region of Nigeria, shows that most people, particularly young people are unemployed. Years of oil spills have made the land unsuitable for agriculture. Its water and wells are polluted, and people have no access to basic necessities of life because their leaders have become rich with money.

All the efforts that the government of Nigeria to develop the oil-rich areas have fallen on the ears until the death of unemployed youths took up arms against the federal government and oil companies. They kidnapped oil workers and demanded a ransom before their victims have been released. That have disrupted the oil production to force oil companies to travel several miles for their own safety but are not safe either. Finally, companies must reduce production 25% in 2007-8. These disruptions affected the supply of oil on the world market, forcing prices to skyrocket to $ 140 a barrel in Over the summer of 2008.

If Abacha could steal $ 4 billion in 5 years, then you can say what the leaders have tried to steal decades. By example Gaddafi of Libya has been in power for 39 years. Omar Bongo of Gabon, 31 years, Teodoro Obiang Nguema of Equatorial Guinea 28 years, Robert Mugabe of Zimbabwe of 28 years, Hosni Mubarak of Egypt for 27 years, Paul Biya of Cameroon for 26 years, Yoweri Museveni of Uganda, 22 years of Omar Al Bashir of Sudan, 19 Derby 17 years Iddriss Chad, Yahya Jammeh of Gambia in 14 years.

I think I have the picture and understand why the African Union said that $ 148 billion dollars leave the continent each year.

The end of Guinea Lansana Conte decided 24 years from 1984 to 2008. Sometimes a leader in maintaining the stability of a country could lead to a prosperous economy, but this is not the case in Guinea. Although Guinea is the world's leading exporter Bauxite, few countries can show for it. Foreign bauxite, Guinea also has large deposits of gold, diamonds, iron, nickel and uranium still poverty is so severe that the country bank accounts Lansana Conte and his henchmen. Today, people are not drinking water and electricity. Roads, railways lines, telecommunications, schools, hospitals are in deplorable conditions, all the money to repair and maintain its headquarters in Europe and America to be protected by secrecy laws banking. According to Al Jazeera a credible and popular new radio, corruption is woven into society Guinean school girls do not need to study its promotion The next class is always done by men seeking sex from their teachers. According to the students, who refuse to sleep with their teachers to repeat a year at the kind. Teachers, on the other hand, the demand for money to pay for better marks.

Why do not poor when their livelihoods were taken away them? Why?

On Friday, June 31, 2007, the Guardian newspaper in Britain, told a corruption scandal perpetrated by the former president of Kenya, Daniel Arap Moi and his family. According to The Guardian 110 page report prepared by the international risk consultancy Kroll exposed Arap Moi and his family and accused the bank of £ 1 billion in 28 countries, including Britain. The report goes further to say that the family uses Shell Oil Company, and trusts them secret from the men around him siphon money.

Besides the money, the family also bought several pounds of properties in London, New York, South Africa, 10,000 hectare ranch in Australia and bank accounts containing hundreds of millions of pounds. It is the record that Mr. Moi's son Gideon and Philip wealth £ 384M and £ 550 respectively. While most Kenyans living in rural areas and live in mud / Thatched bamboo houses / raffia roofing sheets Moi family life in a £ 4m Surrey and £ 2 million flat in Knightsbridge. Arap Moi, the rule of 24 years has contributed to corruption and endemic poverty seen in Kenya today.

How do you think the continent to develop when the money meant for development were stolen by their leaders and supported by countries who praise themselves as a civilization, culture, love and democracy?

Former Malawi president Bakili Muluzi was arrested for pocketing $ 12 million paid to poor countries by foreign governments. Here again, the former president of Zambia, Frederick Chiluba was arrested with two businessmen and Faustin Kabwe and Aaron Chungu accused of 11 charges of stealing money earmarked for the development of Zambia.

In Equatorial Guinea, where oil exports the country gained billions of dollars, the 600,000 people living in the country still lives in poverty, while Teodoro Obiang Nguema and his cronies continue to siphon of oil revenues, and without accountability.

Angola and Gabon, both oil-exporting countries are no different. In fact, Governments, Gabon and Equatorial Guinea can be described as a kleptocracy that is the government by thieves. In countries such as Nigeria, Egypt, Cameroon, Gambia, Sudan, Uganda, Libya, Tunisia kleptocracy class have replaced the people of any democracy. In these countries, very few people still in power and those who have no voice in how their country is governed or run. For example Gaddafi of Libya has been in power for 39 years. Omar Bongo of Gabon, 31 years, Teodoro Obiang Nguema of Equatorial Guinea, 28 years, Robert Mugabe of Zimbabwe, 28 years, Hosni Mubarak of Egypt for 27 years and the list is endless.

How to expect a person to the rule of 30 years without being damaged?

This is clear is that these elected leaders do not continue to accumulate wealth at the expense of the countries poor and to continue the remainder of its corruption mismanagement. Because most leaders are former military and former rebels, without going into the economy and management, can not do not know what poverty is.

In the Democratic Republic of the Congo, it is estimated that the deposits of gold and diamonds alone could obtain the country $ 23 million not to mention the abundance of timber and other minerals found in large quantities, such as coltan (coltan) and cassiterite (mineral tin) more years of corruption, mismanagement, conflict and foreign participation has made this nation rich in one of the poorest in the world.

It is often said that Western countries can not maintain its current level of lifestyle free of Congo and most companies in the west can easily go bust without Congo. The question is whether the Congo is the blood line of the West and the West, because it is rich Congo Congo, why is it so poor?

And where are the billions of dollars from the sale of minerals? The answer lies in the history of the nation that corruption is endemic, colonialism, armed conflicts and compromises. Mobutu, 32 years of reign are estimated to have billions of dollars in cash and deposited in his numerous accounts bank in Switzerland. When President Kabila asked Switzerland to return the money, said Mobutu had just $ 7.6m. President Kabila has frustrated and disappointed by the announcement of Switzerland said that Switzerland is planning to announce something like $ 1 billion or more.

But unconfirmed reports suggest that the Swiss have decided not to give billions of dollars to the Congolese government for fear of being robbed again by Kabila and his corrupt regime are also deadly. Mobutu had several villas and mansions in France and Switzerland bought with money stolen from the Congo people. In 2001, the bid items in your home in Switzerland Deluxe recovered $ 100,000. Thousands of millions of dollars taken by the country of the Congo was one of the poorest in Africa. In Congo, now there are no schools, hospitals, roads, telecommunications, railways, electricity and drinking water. The only means of transportation on the river Congo.

Each day, about 16 to Walikale plane out of town with loads ore Rwanda. These minerals stolen from finding their way in the west of the minerals in the markets of London and Switzerland. The revenue is shared by the general political, Western companies, business people in Rwanda, the warlords in the Congo using a portion of its shares to acquire weapons used to terrorize the people and prolong the war. Watch the video below in the Congo.

Conclusion

Western governments are quick to preach good governance in Africa, but do not preach the same message to their banks that act as refuges so that these corrupt leaders. Western governments have forgotten that the existence of bank secrecy laws in Switzerland, Jersey Island, United Kingdom, Liechtenstein, Luxembourg, Austria, have encouraged corrupt officials to the bank money is not the development of their country.

On behalf of Switzerland, United Kingdom, France, Jersey, Liechtenstein and Luxembourg, came several times throughout the study of corruption in Africa, like trying to determine that most of the stolen money. Even if these countries to appear as a civilization and culture in the heart of the angels, not to recognize that keeping the money that was fraudulently obtained with the poor of the world that could tarnish any reputation to have. In the case of Switzerland and their allies who have stolen funds is so pathetic that they know they are stealing the money yet because of greed, which did nothing to stop it.

The next time you're looking for the stolen money in your country, ask the government and Swiss banks Switzerland, which still have an idea where around.

Africa is today, because the poor of the collusion and complicity Switzerland and other Western banks and the State kleptocrats Africa. Corruption is rife on the continent, because those who steal the money never lack a place to hide.

Fighting corruption should not be left only to poor countries.

The Western media described as Africa still developing backward and banks should disclose their countries to serve as shelters. Media to put pressure on politicians in Europe and America to reform the laws on banking secrecy and is a punishable offense to get money these leaders are corrupt. Once again, the Western media must campaign vigorously for all the stolen funds should be returned to their owners in Africa. The Western media should partner with organizations civil society to expose Western firms pay the pots came to get contracts in Africa as Acres International, Halliburton, Trafigura, Achao Partners and Progress.

Western countries have a duty to stop his country being used as shelters to save money stolen from the African continent. The Western countries should reform its banking laws. They should put back all the money looted by corrupt African leaders to African people. There should be a coalition dedicated to control the leakage of all funds in the face of the earth with Africa a priority.

Africans must establish corruption. Africans must demand transparency and accountability in government. Laws must be adopted in Africa to protect whistleblowers who make the risk of exposing the practices corrupt.

It is through the union of the fight against corruption that Africa can dream of separation from poverty.
